You can put music in using an external music file hosting site [I recommend http://MediaMax.com for that], but you cannot put a background on bulletins.

Ignore 1 and 3 completely. As for an add on to #2, she's completely right. As far as background, you can't exactly just have a background. Only a complete image or an arrangement of images and links. Like if you see a page with clickable words over a "background" It just means that the word is HTML encoded to be the only thing you're able to select. No one usually bothers with that kind of ****, so you're normally able to click just the whole image as a giant link.
