i think myspace may be having a glitch with that, but if it isn't there isnt' anyway you can make it, i think it just does it now.

your background will show up regardless if your profile is private or not. the only meaning behind private is to make those who are not on your friends list have to be on your friends list to view your profile. only those who are your friends list may view you profile. it also keeps unwanted people from viewing information you may not want them to know i.e. ex's, family, etc.

its really hard i haven't been able to do it yet. but go to edit profile then go to profile editer. there it some setting somewhere in there that you can set it that way
